Knowledge level 4 focuses on the strategic level of Cleaner Production and Sustainable Technological Development, and more specifically, on the interactions between technology, policy and management. At this level, we expand our perspective from a single firm to the higher system level of industrial parks, networks, or clusters and international supply chains, and the interrelationships between the firm and its supporting infrastructure systems in the urban, regional and global economy. Changing concepts of the economy, such as ‘green growth’ and the ‘circular economy’, and global policies to combat climate change and to forge a sustainable energy system, force firms to change their strategies. However, to be able to implement their strategies, they have to forge structural changes (e.g. new technologies or partnerships) in the systems-of-systems in which they are embedded.
